Flexible demand can provide another solution. Industrial processes, commercial refrigeration, water systems, electric vehicle charging, and other loads may be shifted within operational limits. Aggregators can coordinate these resources and offer them to system operators as a portfolio. This approach can reduce the need to build dedicated infrastructure solely for short-duration peaks.

Countertrading and redispatch can help reconcile these dimensions when commercial flows do not match network capabilities.

For developers, this environment creates a strong case for congestion-aware project design. Connection studies should be evaluated not only for the ability to connect an asset, but also for the flexibility value the asset may provide after connection. Projects located near persistent constraints can potentially access additional service opportunities, provided procurement rules allow participation.

The renewable transition is therefore creating a new layer of value around electricity infrastructure. Generation capacity remains essential, but its usefulness increasingly depends on whether networks can move and balance that electricity. Congestion management services help close this gap by converting flexibility into an operational resource.

As renewable penetration rises, opportunities are likely to emerge where renewable concentration, network constraints, digital capability, and flexible assets intersect. Understanding these interactions will be essential for companies and investors seeking positions in Europe’s evolving electricity market.
